73.3. Report from SC 22 (Convenor)

The convenor reported in the agenda:

The SC 22 committee manager has reported that ISO rejected the free availability of TR 24772-1:2019, TR 24772-2:2020 and 24772-3:2020 because they are technical reports and not technical standards. In its 2021 Directives, ISO and IEC have also stated that TR's can no longer contain guidance.

This leaves us no choice but to reissue the documents as international standards.

A small group has been converting Part 1 to a format suitable for an international standard. The following are the major changes:

Converted clause 4 to “How to use this document” which explains what it means to conform to the document. Other explanatory text has been put into clause 5.

The document still has no hard requirements, but some of the guidance is more strongly worded.

A general cleanup was undertaken due to a careful review of a WG 9 member.

An additional vulnerability, 6.65 “Modifying constants” was added.

Annex C which provides guidance on wording to writers of language-specific parts has been updated.

73. 4 Document Review

Review of following document activities

Draft IS 24772-1was reviewed in detail. There as some normative changes, in the sense that some paragraphs were split and in a few places explanatory text was moved from clause 6.X.3 into 6.x.1. All other changes were strictly editorial.

After the meeting the editor made editorial changes as directed by the group, fixing table items (references), and updating all fields. At one point in the list of vulnerabilities, one vulnerability was found to be missing from the list, so an additional row was added.

WD 24772-1 is available from open-std.org as document N1105.

Draft ISO form 4 (NWIP) and the freely available request form were accepted as-is.



73.6 Review of Assignment of responsibilities

73.7 Resolutions and Action Items

WG 23 N1101 bundle with WD 24772-1 version in N1105 will be submitted to SC 22 for processing of a New Work Item Proposal and a Draft International Standard (DIS) Ballot.

Motion: To accept the document N1105 as edited plus the ISO Form 4 (NWIP request form) and the ISO Free availability request form for submission to the SC 22 plenary.
